Minutes of 1 March 2007

Command Representatives Present: CMDCM Steve Mitchell, NAVSTA Pearl Harbor.

1. The meeting was called to order at 1445.

2. Old Business:

a. Superbowl Party Lessons Learned. This year’s party was a huge success! Although the party went over well, as with all events, things can be tweaked to make it even bigger and/or better. Lessons learned are as follows: Some felt that the same person winning both grand prizes ($250 and $500 cash prizes) was unfair. Due to this concern it was voted by the Advisory Board that all future club events that include more than one cash grand prize, a single person is not eligible to win both. This was voted in the best interest of club and it’s patrons who participate in these events.

b. Automated Teller Machine (ATM). The ATM is approved and will be delivered to the club soon. In the meantime, the Board is looking at the best location for the machine so that it’s easily accessible and recognizable to club patrons. The board will also find out if the club will reap any profit by having the ATM in the club.

c. Jukebox. The proposal for the Jukebox is still under review with the Contracting Officer. If approved this is yet another improvement to the club and the morale of its patrons.

d. Draft Beer Machine. Still working on getting the particulars worked out on getting the draft machine. This biggest hurdle is to find room behind the bar for the machine

3. New Business:

a. Bosses Night. This event is scheduled for Friday on 9 March 2007 at 1400-1600. Bring your boss to check out the Chief’s Club! Pupus will be available. This event is also tentatively scheduled for 8 June and 14 September 2007, so mark your calendars.

b. Right Hand Man/Sailor of the Quarter (SOQ) Night. This event is scheduled for 30 March 2007 at 1400-1700. Chiefs bring your SOQ, LPO’s or any deserving Sailor to enjoy some great pupus, DJ and a $500 cash prize drawing. Future dates for this event is 29 June and 28 September 2007.

c. March Madness Championship Game Party. This event is scheduled on 3 April 2007 and is the final of the March Madness Ocean’s CPO Club activities. So bring your game face and enjoy some ono pupus. Who knows with a little luck you may walk out the door with one of the two cash prizes of $250 or $500 that will be given away during this event.

d. Makalapa Side Gate Exit/Entrance to club. CMDCM Steve Mitchell will revisit the closure of the Makalapa side gate located near the club. It was proposed to have the gate used as an exit to POV and pedestrian traffic with the gate closing at 2200 or as ordered.

e. Advertisement of the Ocean’s CPO Club. The advisory board is looking at more effective ways of advertising the club (i.e., banners, NAVSTA Marque, webpage, etc.). The club is a great place to hold CPO Mess meetings, Hail/Farewells or just somewhere to relax. As we all know without the club being patronized it comes closer to extinction. Any ideas for advertising the club are welcomed.

4. Good of the Order:
a. The Oceans CPO Club website link is as follows: http://ocpoc1.blogspot.com/. Contact the webmaster if you want to post something to the website.
b. Commands are strongly encouraged to have a representative from their CPO Mess and/or CPOA attend the Oceans CPO Club Advisory Board Meetings to voice their desires and concerns. Meetings are held every first Thursday of the month and the third Thursday if needed.

5. The meeting adjourned at 1545. The next meeting will be held at the Oceans CPO Club on 5 April 2007 at 1430.

OCEANS GUIDELINES FOR THE NAVAL STATION PEARL HARBOR CHIEF PETTY OFFICERS CLUB (OCEANS CPO CLUB) ADVISORY BOARD ARTICLE I - Name: This organization shall be known as the Oceans Chief Petty Officers Club Advisory Board. ARTICLE II - Statement of Purpose: The objective of this Advisory Board shall be to: 1. Enhance the social and professional interaction of all active duty, reserve, and retired Chief Petty Officers within the Pearl Harbor Region. 2. Enhance the Quality of Life of all active duty, reserve, and retired Chief Petty Officers within the Pearl Harbor Region. 3. Promote comrade amongst all active duty, reserve, and retired Chief Petty Officers within the Pearl Harbor Region. 4. Promote and adhere to the Navy Core Values of Honor, Courage and Commitment amongst all active duty, reserve, and retired Chief Petty Officers within the Pearl Harbor Region. This Advisory Board is established as a non-profit organization. Article III - Advisory Board Composition: 1. The Advisory Board shall consist of elected officers, a command representative from each area command wishing to be represented, and a retired Chief Petty Officer. The Advisory Board shall act only in an advisory capacity to the MWR Oceans Club Manager and shall not engage in any managerial or operational duties. 2. The elected officers of the Advisory Board shall be a President, Vice-President, Secretary, and Treasurer. These officers shall perform the duties as prescribed herein these guidelines and shall be voted in upon passage of a majority vote of the Advisory Board members in July of each year. Article IV - Advisory Board Duties and Responsibilities: 1. The President shall: (a) Preside over all meetings of the Advisory Board. (b) Appoint committees and schedule special meetings as may be required, to conduct business of the Advisory Board. (c) Enforce all the guidelines contained within this document. 2. The Vice-President shall: (a) Perform all duties of the President during the absence of the President. (b) Perform such other duties as may be assigned by the President. 3. The Secretary shall: (a) Be overall responsible for all correspondence enacted and held by the Advisory Board. (b) Record the minutes of all meetings and post a copy within the Oceans CPO Club in a timely manner. (c) Distribute a copy of meeting minutes to all Advisory Board members, Oceans Club Manager, Naval Station Command Master Chief, and any others as designated by the President. (d) Maintain a history of all minutes of the Advisory Board meetings. The history of the proceedings of the minutes will be kept for permanent record and made available upon request to any Advisory Board member. (e) Maintain an up-to-date roster of all Advisory Board members. (f) Perform such other duties as may be assigned by the President. 4. The Treasurer shall: (a) Act as the banker for the Advisory Board and is responsible for maintaining strict accountability for all monies possessed by the Advisory Board. (b) Receive and account for all fundraising cash and Advisory Board expenditures. (c) Maintain files for all financial records, receipts, deposits, bank transactions, audit reports, and monies collated per year and signed by the audit committee. (d) Maintain a bank account with check approval by the Treasurer, President and Vice-President. (e) Receive and deposit funds collected, in a recognized banking institution, in the name of the Advisory Board. (f) Compile and present a monthly treasurer’s report to the Advisory Board at monthly meetings for inclusion in the minutes. (g) Perform such other duties as may be assigned by the President. Article V - General: 1. Meetings shall be scheduled on the first Thursday of each month or as deemed necessary by the Advisory Board President. 2. An Advisory Board Funds Audit shall be conducted at a minimum of once per year in February, and whenever a change in the office of President or Treasurer. The President may call for a special audit whenever deemed necessary by the Advisory Board. The audit will be conducted by a group of three Advisory Board members as appointed by the President. Results of all audits will be reported to the Advisory Board at the next meeting, signed by the Advisory Board President, and forwarded to the Naval Station Pearl Harbor Command Master Chief for final approval. 3. Authorized Club Patronage is open to all E-7 through E-9 active duty, reserve, and retired personnel, and all equivalent DOD (GS-6 IAW DODI 1000.1) civilians or foreign military members. Family members of the above, possessing a valid military ID card is also eligible to use the Oceans CPO Club facilities. Patronage of the Oceans CPO Club shall also be governed by the Pearl Harbor Area MWR in respect to normal club operations. All other personnel entering the club must be a “Bona-fide Guest” of an authorized club patron. All personnel shall be prepared to present proper identification at all times within the club. 4. Bona-fide Guest(s) shall be considered any person(s) whose presence is specifically at the invitation of an authorized patron. MWR employees who do not qualify as an authorized patron are not authorized to invite any guests into the premises without prior approval by the Advisory Board. “Bona-fide guests” are not authorized to sponsor any others as “bona-fide guests”. Patronage of the Oceans CPO Club shall also be governed by the Pearl Harbor Area MWR in regards to normal club operations. All personnel shall be prepared to present proper identification at all times within the club. Any person, who is questioned concerning being a “bona-fide guest” and is not sponsored/accompanied by an authorized patron, shall depart the premises until the matter can be resolved by the Advisory Board. Any questions or concerns regarding who is a “bona-fide guest” shall be brought before the Advisory Board for final decision. 5. Minor Guests (under the age of 21) are not authorized to purchase or consume alcoholic beverages on the premises. Minor guests may be allowed in the club for special occasions (retirements, re-enlistment, etc.) with their sponsor, but must vacate the premises upon completion of the special occasion or by 1800. Sponsors are responsible for the actions of their minor guests at all times within the premises and are subject to club expulsion for any violation. 6. Appropriate Attire worn in the club will be in keeping with good taste. The term “good taste”, shall exclude the following items/modes of dress: bare feet, bare/exposed upper torso (no shirt, cut-off shirt, bikini top, sports bra), extremely short shorts revealing underwear or buttocks, garments which display obscene/vulgar words or phrases, garments which depict or infer sexual or racial slurs, and garments the depict the use or promotion of drugs or any other substance controlled under the law. The Uniform-of-the-Day (excluding coveralls) for Chief Petty Officers and above, as established for Naval Station Pearl Harbor may be worn at all times with the exception when the uniform is soiled or stained. Any questions or concerns regarding appropriate attire shall be brought before the Advisory Board for final decision. 7. Appropriate Language. Loud and offensive language will not be tolerated in the CPO Club. If a customer violates the above, he/she will first be asked to curb his/her language by the club bartender. If he/she persists with said language, they will be asked once more to curtail their language. If they continue to use offensive and loud language, the bartender is authorized to ask the customer to leave and report said incident to the CPO Advisory Board. 8. Pets Rules. No family pets; i.e., dogs, cats, birds are allowed in Oceans at anytime. If a customer brings a dog, the dog must be tied up away from the front entrance. 9. Eligibility. Any eligible retire CPO may be elected to sit on the CPO Advisory Board as the retired representatives. 10. Club Expulsion will be under the control of the bartender on duty. The Bartender on duty may request any authorized patron or bona-fide guest to leave the club premises immediately, when in their opinion such action is in the best interest of the club or CPO Community. Examples of such cases are, but not limited to failure to properly identify oneself when requested, disorderly conduct, destruction of property, improper attire, etc. The Bartender on duty may refer any matters over to the Base Police to provide assistance in this matter. Any patrons having concerns that the actions of another patron are not in the best interest of the club or CPO Community shall address such concerns to the bartender on duty. Club expulsion will normally be considered from that time until the next operating day of the club. 11. Suspension of Club Privileges shall be for a specific period of time as directed by the Naval Station Command Master Chief under advisement of the Advisory Board. Any MWR employee or club patron may request the suspension of club privileges when in their opinion such action is in the best interest of the club or CPO Community active or retired. In such cases, the request will be submitted to the Advisory Board for action. The President will appoint a committee of three persons, not including any persons that directly witnessed or were involved in the specific case. This committee will investigate the case as required and make their recommendation to the Advisory Board based on their findings. The person facing suspension may present their comments either in person or writing to the Advisory Board at this time. These findings, recommendations, any Advisory Board comments, and any comments submitted by the person facing suspension will be forwarded to the Naval Station Command Master Chief for appropriate action. 12. Reservations/Requests to Hold Events within the Club shall be coordinated either directly with the MWR Oceans Club Manager or through the Advisory Board President. All requests must be submitted by an authorized patron ten (10) days prior to the event. Any event that may require additional staffing shall be submitted a minimum of one (1) month in advance of the event when all possible. 13. Amendments to these guidelines shall be effective upon passage of a vote by a majority of the Advisory Board present at the first meeting following the meeting when the amendment was introduced and upon receiving final approval by the Naval Station Pearl Harbor Command Master Chief. There will be no amendments to these guidelines unless there has been a period of time to disseminate the proposed amendment to the members of the Advisory Board not present, so they may submit their votes in writing to the President. Any question or concerns regarding these guidelines shall be presented to the Advisory Board for disposition.
